Governor Beebe Announces Intent to Grant Pardons

Governor Mike Beebe today announced his intent to grant five pardons. An additional 35 clemency requests were denied and 22 had no action taken upon them. These include requests from both inmates and non-inmates.

The five applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the commutation and pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

William J. Donahue (Little Rock): Theft of Property
This notice is issued based on the dates of conviction (1986, 1990 - Little Rock District), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Jason B. Holland (Little Rock): Possession of Marijuana, Instruments of Crime, Drug Paraphernalia, and Methadone; Possession of Marijuana with Intent to Deliver
This notice is issued based on the dates of conviction (1997 - Arkadelphia District, 1998 - Craighead County, 2003 - White County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Robert P. Lomax (Osceola): Burglary, Grand Larceny
This notice is issued based on the dates of conviction (1971, 1973 - Mississippi County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

David Lee Waits (Fort Smith): Assault on Family Member, Resisting Arrest
This notice is issued based on the date of conviction (2000 - Sebastian County District-Greenwood), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Herman T. Warren (Heber Springs): Possession of Marijuana and Drug Paraphernalia
This notice is issued based on the date of conviction (2003 - Cleburne County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
